IT Financial Management Software, ITFM Software and ITFM Tools Compared, Plus TBM Software With Prices

IT financial management software turns the general ledger, payroll, vendor contracts, asset records and cloud bills into what each IT service and each business unit actually costs. It is a six-figure purchase for most enterprises, and until recently no vendor would put a number on it. That has changed quietly: IBM Apptio, CostPerform and Yarken now publish public annual contracts on AWS Marketplace. We compared ten ITFM and TBM platforms on where the cost model lives, how long it takes to produce a first allocated report, what you are billed on, and what the price is where one exists.

The short answer

The best IT financial management software depends on where your IT data already lives. If ServiceNow is your system of record, Nicus and Brightfin (formerly Proven Optics) run the cost model natively on it. If you need a standalone model with the deepest TBM taxonomy, IBM Apptio is the reference, with public contracts from $80,040 a year for up to $25M of IT spend. Serviceware and MagicOrange, both Leaders in the Forrester ITFM Wave for Q2 2026 alongside Apptio, suit complex chargeback and reciprocal costing. If the real problem is cloud and SaaS spend rather than the whole IT budget, a FinOps tool such as CostAnalyst covers it from $99 a month.

CostAnalyst is on this list, so here is the plain version first. We are not a full ITFM platform. We do not model labor, data centers, depreciation or a TBM taxonomy. We connect AWS, Google Cloud, Azure and SaaS spend read-only, allocate it to teams and cost centers, and alert on anomalies, which is the cloud and SaaS slice of an IT budget. Every vendor fact below was checked against the vendor site, its AWS or Azure Marketplace listing, the TBM Council platform list and the vendors' own Forrester announcements. Where a marketplace shows only a placeholder price, we say so instead of printing it.

Five things that actually separate these tools

Where the cost model lives

This decision removes half the market before features come up. Nicus, Brightfin and ServiceNow Financial Management run inside ServiceNow, so the model reads the CMDB, assets and projects without an integration project, and it is only an option if you own the platform. IBM Apptio, Serviceware, MagicOrange, CostPerform and Upland ComSci hold the model outside ServiceNow and sync with it. Standalone gives you independence from one platform vendor; native gives you one less data pipeline to maintain.

Time to the first allocated report

Implementation is often the largest first-year cost, and the vendors disagree loudly about it. Nicus says many organizations target three to six months. Brightfin, on its Apptio-alternatives page, claims 6 to 12 weeks for itself against 6 to 12 months for Apptio, which is a competitor claim, not a measurement. Upland ComSci states ITFM and TBM success typically in 90 days or less. Ask each vendor to show a model change reprocessing on your data during the evaluation, not on a demo tenant.

What you are billed on

The pricing units differ enough to break a side-by-side comparison. IBM Apptio sells annual contracts covering up to $25M of IT spend, with additional fees above that. MagicOrange prices in basis points of technology spend under management, with unlimited users. CostPerform prices by edition, with Basic limited to five users and Core unlocking unlimited users. Yarken prices by monthly spend managed. Put every quote on the same basis, total first-year cost for your spend and user count, before you compare.

Whether you can read the price before a sales call

Three vendors on this list now publish a full public contract on AWS Marketplace: IBM Apptio, CostPerform and Yarken. Serviceware and MagicOrange list offers on Azure Marketplace, but the prices there are placeholders; Serviceware's listing says so in writing. Everyone else is quote only. A public contract does not mean you pay list, but it gives procurement a ceiling and it tells you which vendors are prepared to sell without a six-week discovery cycle.

How cloud and SaaS spend get into the model

Cloud is the fastest-growing line in most IT budgets and the one that changes daily. Ask how each platform ingests AWS, Azure and Google Cloud billing (native connector, FOCUS files or a FinOps tool feed), how often it refreshes, and who maps tags to your cost centers. Many teams run a FinOps tool for the cloud and SaaS slice and feed allocated totals into the ITFM model monthly, which keeps the heavy platform from reprocessing on every daily bill change.

IBM Apptio

Best for: Large enterprises that need the reference TBM cost model, planning and benchmarking outside any one platform

The platform most of this category is measured against, owned by IBM since the acquisition closed on 10 August 2023. The product is sold as Costing (cost transparency) and Planning (budgeting and forecasting), and IBM says it received the highest score in the Current Offering category of the Forrester ITFM Wave for Q2 2026. What most buyers do not know is that IBM Software sells it on AWS Marketplace with public 12-month contracts: $80,040 for Costing Essentials and $110,040 for Costing Standard, each covering up to $25M of IT spend, $142,800 for Costing and Planning, and $185,250 for the US Federal edition. The weak points buyers raise are model reprocessing time and cost. Choose it when the cost model has to stand on its own and survive audit.

Serviceware Financial

Best for: Large enterprises with complex service catalogs and advanced chargeback

Serviceware SE is a listed German company, and Serviceware Financial covers the IT financial lifecycle from forecasting to charging. In June 2026 it announced it was named one of three Leaders in the Forrester Wave for IT financial management software, quoting Forrester that it is best suited for large enterprises with complex service portfolios and advanced chargeback requirements. Data comes in through ODBC and JDBC, CSV and XML, a REST API and a Power BI connector. Its Azure Marketplace listing states that the listed price is just a dummy price and that offers are tailored by sales, so budget for a quote.

MagicOrange

Best for: Finance-led teams that need reciprocal cost allocation and full traceability, especially on Microsoft Dynamics

A UK-headquartered ITFM specialist with US offices, built around reciprocal costing and what it calls All-Back traceability, so any allocated figure can be walked back to its source line. It ships connectors for Microsoft Dynamics 365. Its Azure Marketplace plan shows placeholder prices, but the plan text is candid about the model: the subscription is based on technology spend under management, not user seats, user access is unlimited, and the rate in basis points falls as spend grows. It announced its Leader placement in the Forrester ITFM Wave in June 2026.

Nicus

Best for: IT finance teams that want ITFM on ServiceNow, or the same product as a standalone cloud

Nicus is one of the few vendors that sells both deployment models: the Nicus ITFM Platform runs on the Nicus Cloud or natively on ServiceNow, and its FMDB apps sit in the ServiceNow Store, including the Government Community Store. It bought the consulting firm Proven FM in November 2023, so implementation services come in-house. Nicus is unusually candid on timing, saying many organizations target three to six months. Pick it when ServiceNow is your system of record but you want a specialist ITFM vendor rather than the platform module.

Brightfin (formerly Proven Optics)

Best for: ServiceNow shops that want ITFM plus telecom and technology expense management from one vendor

Proven Optics, the ServiceNow-native ITFM vendor backed by Silversmith Capital and a strategic investment from ServiceNow, acquired brightfin in January 2026, and since 2 April 2026 the combined company trades under the single brand Brightfin. The ITFM apps are still 100% native to ServiceNow, and brightfin brings telecom and technology expense management. The vendor claims 6 to 12 weeks to implement against 6 to 12 months for Apptio; treat that as a sales claim and test it on your data. If your contracts and invoices still say Proven Optics, this is the same product line.

ServiceNow Financial Management (SPM)

Best for: Organizations already licensed for ServiceNow Strategic Portfolio Management that need project and service cost views

ServiceNow's own financial management ships inside Strategic Portfolio Management rather than as a standalone ITFM product, with financial modeling, an allocation engine and service charging. ServiceNow staff on its own community forum have described SPM cost management as oriented to labor and CI costs for project work rather than ongoing asset costs, and pointed buyers to Nicus and Proven Optics for deeper ITFM. CostPerform

Best for: Organizations that want activity-based cost modeling for IT and shared services with a public price

CostPerform is the trade name of QPR CostControl, a Dutch company with a US entity, and it focuses on linking IT cost models to business models through activity-based costing. It is one of only three vendors here with a public contract. Its AWS Marketplace listing prices Basic at $80,000 a year including five users, Core at $170,000 with unlimited users, analysis and connectivity, Expert at $220,000 adding a cloud data warehouse and a test environment, and Enterprise at $500,000 for multi-entity organizations. The five-user cap on Basic is the line to check first.

Upland ComSci

Best for: Mid-to-large IT organizations that want TBM on a fast implementation timeline

ComSci has been part of Upland Software, a Nasdaq-listed company, since November 2013, and it remains on the TBM Council list of leading commercial TBM platforms. Its pitch is speed, with ITFM and TBM success stated as typically 90 days or less, and it covers cost transparency, budgeting and showback. There is no public price and no marketplace rate card. Hold it to the 90-day claim in writing if speed is why it is on your shortlist.

Best for: Teams that want a TBM platform with a published monthly or annual contract

The smallest vendor on the TBM Council platform list and the easiest to buy. Its AWS Marketplace listing sells Yarken Foundation at $4,000 for one month, $48,000 for 12 months, $96,000 for 24 and $144,000 for 36, managing up to 2M of monthly spend. The monthly term is rare in this category and makes a real pilot possible without an annual commitment. Check how its taxonomy maps to your chart of accounts and whether it covers the modules you need, because the published tier is a single Foundation package.

Best for: Replacing IT cost spreadsheets for cloud and SaaS spend without buying a full ITFM platform

We cover one slice of the IT budget and say so. CostAnalyst connects AWS, Google Cloud and Azure billing and your SaaS subscriptions read-only, allocates the spend to teams and cost centers, flags anomalies daily, and produces the showback report finance asks for. Is TBM software the same as ITFM software?

Mostly, yes. ITFM software is the tool category, and Technology Business Management is the framework and taxonomy, maintained by the TBM Council, that most ITFM platforms implement. A TBM platform is an ITFM platform built around that standard taxonomy of cost pools, IT towers and business units. Some ITFM tools use their own models instead, so ask whether yours maps to the current TBM taxonomy.

Which ITFM software runs natively on ServiceNow?

Three options run natively on ServiceNow: ServiceNow's own Financial Management inside Strategic Portfolio Management, Nicus, which also offers a standalone Nicus Cloud, and Brightfin, formerly Proven Optics, which is 100% native. The real driver is your data: general ledger mapping, payroll feeds and asset records take longer than the software setup.

Do I need ITFM software if I already have a FinOps tool?

Only if you must allocate the whole IT budget, not just cloud. A FinOps tool allocates cloud and often SaaS spend to teams. ITFM software also models labor, data centers, depreciation, vendor contracts and projects into service costs. Many enterprises run both, with the FinOps tool feeding allocated cloud totals into the ITFM model each month.
